  Panchayat Development and Training :

 

SIRD conducts training programmes for the Chair Person & Vice Chair Person, Sabhapati of Standing Committees / Secretaries, Members and Chief Executive Officers of Zila Panchayat and Chair Person & Vice Chair Person, Sabhapati of Standing Committees / Secretaries and Chief Executive Officers of Janpad Panchayat. Extension Training Centers/ Panchayat Training Centers (ETC’s & PTC’s) organise training programs for the Members of Janpad Panchayat, officials at block level, Sarpanch and Secretaries of Gram Panchayat.

 

 

      

National Rural Employment Gaurantee Act [NREGA] :

 

         

The National Rural Employment Guarantee Act is landmark legislation and hailed as 'Peoples' Act'. The major objective of the Act is to provide employment in rural areas to the poor.  This Act provides opportunity to the people to get involved in the different levels of planning, implementation and monitoring of the work.

 

           In the State of Chhattisgarh ,hole state (16 District, 146 development blocks) are notified under this Act for the implementation of National Rural Employment Guarantee Act. Total 146 development blocks are in the 16 districts of the state.

        Districts included in NREGA are Bastar, Bilaspur, Dentewada, Dhamtari, Jashpur, Kanker, Kawardha, Koriya, Raigarh, Rajnandgaon, Surguja, Raipur, Mahasamund, Janjgir-Champa, Durg and Korba.

      

 Watershed Management Programme [Hariyali] :

 

 

The Department of land Resource, Ministry of Rural Development, is implementing the area development programs of the GoI. Among the ongoing area development programs namely IWDP, DPAP and DDP, the state is identified for implementation of the IWDP and DPAP programs. The sanctioned programs are being implemented as the Watershed management Projects. The new initiatives in the Implementation of Watershed project is popularly known as HARIYALI which was launched by the Honorable Prime Minister of India on 27.01.2003 with an objective of empowering the PRIs for the program implementation and keeping financial control over the Rural development schemes.

                           Integrated Wasteland Development Program (IWDP) has been functional since 1995 with the watershed approach. Out of the 16 district of Chhattisgarh, 12 districts have been identified for implementation of the IWDP project. At present, 69 IWDP projects have been sanctioned which is being implemented by 75 Project Implementing Agencies (PIAs).

       Drought Prone Area Program (DPAP) is the oldest program under the area development initiatives especially for the Drought Affected Area that is being implemented with the objective to minimize the unfavorable blow of the Drought on over all physical, social, economic and ecological status of the area. Eight districts of the state have been identified as the drought affected area in the Chhattisgarh state, which is spread over 29 blocks covering an area of 21801 sq. km. 792 projects sanctioned by the GoI is currently being implemented through 63 project Implementing Agencies (PIAs) in the identified blocks.

           

         The suggested size of a Mili watershed under IWDP is 5000 hectares that could be further reduced to define as an implementing unit, i.e. Micro-watershed, and this unit holds an area of 500 hectares. In the new guidelines of HARIYALI the block Panchayat will act as the Project Implementing Agency (PIA). Further, the Village Panchayat has to play an additional role of VLWC.

      The SIRD has been conducting training program for the functionaries of various watershed projects. The training will be imparted through a cascading model involving the Extension Training Centers (ETC) and thePanchayat Training Centers (PTCs).

 

      

 Swarn Jayanti Gram Swarojgar Yojna [SGSY] :

 

 

MoRD launched a rural self employment scheme called SGSY in April 1999 that has brought about a paradigm shift in development strategy for creating employment opportunities for the poor and has focused on mobilization of rural poor in to SHGs, their capacity building, skill upgradation, training, assistance for taking different economic activities, credit linkages infrastructure, technology and marketing support as important elements of development strategy.

However even after 7 years of its implementation due to lack of awareness / training among field level bankers, DRDA officers, NGOs, line department officers and PRIs members about the general concepts of scheme, the implementation of the scheme is not as per the guidelines and flow of credit to Swarozgaris is not picking up as was envisaged in the scheme. CG is agriculture-based state. Most of the people live in villages and majority of them belong to SC /ST/ OBC community. State has 14.28 Lacs BPL families however; under the SGSY only 49652 SHGs have been formed so far.

 

 

      

 Indira Aawas Yojna [IAY] :

 

 

IAY is a centrally sponsored scheme with 75% central and 25% state share; it is a scheme for houseless of BPL families that started in 1985. It is being implemented as an independent scheme from 1996-97, which is being implemented through government functionaries comprising of technical staff and PRIs members. The budget is directly sent to Zila Panchayat and state contributes the share of the amount accordingly.

 

 

      

 Sampooran Gramin Rojgar Yojna [SGRY] :

 

 

Samporna Grameen Rajgar Yojna (SGRY) was launched on25th September 2001 by merging the non-going schemes of Jawahar Gram Samridhi Yojna and Employment assurance schemes. It is a noble program with unique features. The programme is self targeting in nature with special emphasis on providing wage employment to women scheduled castes, scheduled tribe and parents of children withdrawn from hazardous occupation.

The scheme is exclusively implemented by the Panchayati Raj Institutions (PRIs), which was implemented in two streams till 2003-04. The first stream was implemented at the district and intermediate Panchayat levels in which 50% of the funds and food grains were made available which were further distributed between the district Panchayat and the intermediate Panchayat in the ratio of 40:60 respectively. The second stream was implemented at the village Panchayat level and 50 % of the funds and food grains were earmarked for the village Panchayat that was distributed among them through DRDAs and the District Panchayat. This program was merged in to one stream since 2004 -05. All three tiers, viz District Panchayat, Block Panchayat and the Village Panchayat share the program resources in the proportion of 20:30:50.  Each level of Panchayat is an independent unit for preparing action plan and executing the scheme.
